Crown Liquor & Wine — Delivery Service Provider (DSP) Policy

All third-party Delivery Service Providers (DSPs), contracted delivery workers, and delivery platforms fulfilling alcohol orders on behalf of Crown Liquor & Wine ("Crown Liquor," "we," "us").

State of New Jersey — governed by the NJ Division of Alcoholic Beverage Control (ABC), Third-Party Delivery Permit framework (Special Ruling 2022-15, under N.J.S.A. 33:1-39 and 33:1-74).

1. Purpose


This policy establishes the minimum standards DSPs must follow when delivering alcoholic beverages on behalf of Crown Liquor & Wine, a licensed New Jersey retailer. It exists to ensure compliance with the NJ ABC's Third-Party Delivery Permit requirements, prevent underage or intoxicated sales, and protect Crown Liquor's retail license.


No DSP may deliver alcohol on Crown Liquor's behalf without a valid, current NJ ABC Third-Party Delivery Permit and a signed written agreement with Crown Liquor**, as required under SR 2022-15.


2. Eligibility to Deliver Alcohol


- The DSP (permittee) must hold a valid, active **NJ ABC Third-Party Delivery Permit**.

- The DSP must maintain a **signed written agreement with Crown Liquor** before making any deliveries, per NJ ABC requirements.

- The DSP must maintain a **signed written agreement with each delivery worker** before that worker makes any deliveries.

- All delivery workers must be **21 years of age or older**, hold a valid driver's license and vehicle registration, and carry adequate vehicle insurance.

- Delivery workers must pass a **criminal background check and driving history check** conducted by the DSP (or its vendor) before delivering.

- Delivery workers must complete **alcohol awareness training and certification** from a nationally recognized program (e.g., TIPS®) before delivering.

- Crown Liquor reserves the right to request proof of the DSP's permit status and driver certifications at any time.


3. Age Verification (Mandatory)


- No delivery may be completed without valid ID verification of the recipient.**

- Acceptable ID: government-issued photo ID (driver's license, state ID, passport, military ID) that is current/unexpired.

- The driver must visually compare the photo, birthdate, and name on the ID to the person receiving the order.

- Recipient must be **21+**; delivery is prohibited to anyone who appears under 30 without ID, per standard "ID if under 30" practice.

- **No exceptions:**

- No leaving alcohol at the door, with a neighbor, doorman, or any third party.

- No delivery to anyone who is visibly intoxicated.

- No delivery accepted via signature-only or "leave at location" instructions.

- If ID cannot be verified or the recipient is a minor, the driver must **cancel the delivery** and return the order per Crown Liquor's return process.


4. Recipient Requirements


- The person who placed the order does not need to be the one who receives it, **but whoever accepts the delivery must be 21+ and pass ID verification.**

- Delivery cannot be completed if only a minor is present at the address, even if an adult is expected shortly.


5. Restricted Delivery Zones


- No delivery to any college or university campus**, per NJ ABC rule.

- No delivery to dry municipalities or areas where alcohol delivery is legally restricted.

- No delivery to correctional facilities, treatment centers, or other locations where alcohol possession is prohibited.

- Deliveries are limited to consumers' **residences**, consistent with the NJ ABC Third-Party Delivery Permit scope.

- No delivery to any address flagged by Crown Liquor as restricted.


6. Delivery Hours & Order Handling


- Deliveries may only occur within the legal hours for alcohol sale in New Jersey and any additional hours restriction set by Gibbsboro or Camden County ordinance.

- Each alcohol sale must be processed as a **separate, distinct transaction** from any non-alcohol items in the same order (even if the consumer sees one combined charge), per NJ ABC requirements.

- Wine must be transported upright when possible and protected from extreme temperatures.

- Orders must remain sealed and unopened from pickup through delivery.

- Damaged, leaking, or tampered packaging must be reported immediately and not delivered.

- Vehicles used for delivery are not required to display special placards/decals under the Third-Party Delivery Permit, but must otherwise comply with any DSP identification requirements Crown Liquor puts in place.


7. Refusal & Cancellation Protocol


Drivers must refuse and cancel (not deliver, not leave behind) the order if:

- The recipient cannot provide valid ID.

- The recipient is under 21.

- The recipient appears intoxicated.

- No adult 21+ is available at the delivery address.

- The delivery address falls in a restricted zone.


Refused orders should be marked accordingly in the DSP platform and returned per Crown Liquor's standard return/restock process.


8. Documentation & Recordkeeping


- Each completed alcohol delivery must log: timestamp, ID type checked, and delivery worker confirmation of age verification.

- The DSP must transmit delivery-related information to delivery workers in real time and **retain delivery records for at least three (3) years**, made available to the NJ ABC upon request for investigation or enforcement purposes.

- Records must also be made available to Crown Liquor upon request.


9. Prohibited Conduct


- Drivers may never consume alcohol from an order.

- Drivers may never sell, deliver, or provide alcohol to anyone other than the verified recipient.

- Drivers may never bypass ID verification for convenience or at customer request.


10. Compliance & Consequences


- Violation of this policy may result in suspension or termination of the DSP's partnership with Crown Liquor.

- Crown Liquor may report violations to relevant ABC/regulatory authorities as required by law.

- DSPs are responsible for ensuring their drivers are trained on this policy prior to fulfilling any Crown Liquor alcohol order.


11. Acknowledgment


By accepting delivery assignments for Crown Liquor, the DSP and its drivers acknowledge and agree to comply with this policy in full, in addition to all applicable federal, state, and local alcohol beverage control laws.
